[Mesquitelist] Mesquite-NDE-DELTA compatibility

There are two ways in NEXUS to indicate character and state names, 
CharStateLabels versus CharLabels+StateLabels.  The paper describing 
the NEXUS standard recommended against the latter.  Mesquite can read 
either but writes only the CharStateLabels.  Perhaps NDE can read 
only CharLabels and StateLabels?

We will explore the possibility of writing CharLabels and StateLabels 
when File>Export>Simplified NEXUS is chosen (thus treating it as 
"simplified and archaic NEXUS").
